These domains can consist of personal or fictitious names, aliases and/or other titles people are famous by. At the beginning, just third-level registrations were permitted, so if you wanted to acquire john.doe.name, you had to do that under .doe.name. In 2004, however, the registration procedures were loosened and second-level registrations were also allowed. Already taken third-level domain names remained operational.
